(1) The mandatory fees are added to the on-campus tuition cost for a total cost per credit hour. USDSF center tuition rates for USD sections only. Mandatory delivery fees are added to the Center tuition costs. BHRC center tuition rates for BHSU and SDSU sections only. Discipline fees may also apply to certain courses and are in addition to on-campus tuition and mandatory fees.
(2) The mandatory off-campus fees are added to the off-campus tuition cost for a total cost per credit hour.
(3) States participating in the Western Undergraduate Exchange program: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, Utah, Washington, and Wyoming. The SDM rate is available only to new freshman and first-time transfers starting the summer of 2016.
(4) Children of Alumni: Effective Summer 2015, non-resident undergraduate freshmen students or first-time transfers attending the same university from which one of their parents or legal guardian received a degree can attend at the resident on-campus tuition rate. Starting in summer of 2023, the rate is offered to graduate level students if the student is a Child of Alum attending the same university from which one of their parents or legal guardian received a degree and the student received an undergraduate degree from an SDBOR institution. Professional graduate programs that have a unique/higher non-resident tuition rate structure are excluded from the Child of Alumni rate. The programs that are excluded include Pharmacy, Medical, Law, Occupational Therapy, Physical Therapy, Physician Assistant and Veterinary 2+2 programs. Eligibility criteria approved by the Board of Regents differ between institutions and are available from each university.
(5) The South Dakota Advantage Program is for new freshmen and transfers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Wyoming and Wisconsin.  South Dakota Advantage rate is offered to graduate level students if the student is from a South Dakota Advantage state and received an undergraduate degree from an SDBOR institution.  Professional graduate programs that have a unique/higher non-resident tuition rate structure are excluded from the South Dakota Advantage Program. The programs that are excluded include Pharmacy, Medical, Law, Occupational Therapy, Physical Therapy, Physician Assistant and Veterinary 2+2 programs.
(6) Effective Summer 2025, the South Dakota Advantage Program is available for the capped graduate programs of OT, PT, PA, MD, Law, PharmD and Vet 2+2 for new and transfer students who have received an undergraduate degree from a SDBOR institution.
(7) Any citizen or other person entitled under law to establish a residence in the United States who graduates from a South Dakota high school, or any citizen or other person entitled under law to establish a residence in the United States who was a South Dakota resident at the time of high school graduation and lived with a parent or legal guardian who was also a South Dakota resident is entitled to resident tuition rates.

(9) SD National Guard members may be eligible for a benefit of 100% of free in-state resident tuition after federal tuition benefits are applied, but the benefits in total may not exceed 100% of the tuition cost. The graduate benefit is limited to 32 credit hours. The undergraduate is limited to 128 hours.
(10) These rates are the total per credit hour cost for internet, remote and remedial. No additional discipline fees will be assessed. Delivery fees may apply.
(11) This rate applies to students from WICHE states enrolled in BHSU: M.S. Integrative Genomics and M.S. Sustainability; DSU: M.S. Health Informatics; SDM: Nanoscience and Nanoengineering, Computational Sciences and Robotics, Materials Engineering and Science, Atmospheric and Environmental Sciences and Paleontology; SDSU: Chemistry Education Specialization and Athletic Training; USD: Addiction Studies, Counseling M.A., Ed.S., or Ph.D. and Mental Health Counseling Certificate, MBA Business Analytics Specialization, MBA Health Services Administration Specialization, MBA Marketing Specialization, MBA Operations and Supply Chain Management Specialization, and MPA Professional Accountancy. The programs may limit the number of WRGP seats awarded to new students.The Western Regional Graduate Program (WRGP) allows master’s, graduate certificate, and Ph.D. students who are residents of the WICHE member states to enroll in high-quality programs at 60 public institutions outside of their home state and pay resident tuition. (12) Allied Health includes Nursing, Dental Hygiene, Occupational Therapy, Physician Assistant Studies, Physical Therapy, and MS Human Biology
(13) Offered to qualified public high school students participating in dual credit courses taken in person or at the University Centers. $80.37 of the rate is provided by the SD Department of Education and applied towards the student’s account.
(14) For Black Hills State and Black Hills State Rapid City students only – effective Fall 2026 – reduced military tuition rates will be extended to spouses and dependents of active-duty military personnel and Department of Defense civilian employees at Camp Rapid.
(15) Minnesota students enrolled prior to Summer 2024 will continue to receive the Minnesota Reciprocity rate, while new Minnesota students will be assessed the South Dakota Advantage rate.
